10	Senior Leadership Support for SMART CSA Conditions Review 4/9/2002: GEN Shinseki directed the implementation of SMART NOW LTG CALDWELL, 2002 SMART Conference: On people not yet sold on SMART: “You’ve got a little bit of time to be sold, or go do something else where you don’t need to use this… And we’re going to make the rounds pretty soon.” SMART and the Objective Force:“SMART is the only way we will field the Objective Force by the end of this decade.”

20	SMART Conference Results Senior Leaders Speak Out: LTG Caldwell emphasized that SMART is the key to fielding the Objective Force by the end of this decade. He will hold PMs accountable for SMART implementation. LTG Riggs painted SMART as an enabler for Army Transformation and fielding of the Objective Force. GEN Kern challenged the M&S community to implement SMART to achieve a successful MS B for FCS in 2003.
