  • On people not yet sold on SMART:  “You’ve got a little bit of time to be sold, or go do something else where you don’t need to use this… And we’re going to make the rounds pretty soon.”
  • SMART and the Objective Force:“SMART is the only way we will field the Objective Force by the end of this decade.”

What is SMART?
  • SMART is a change in Army business practices, through the exploitation of emerging M&S and other information age technologies, to ensure collaboration and synchronization of effort across the total Army systems life cycle.

Purpose of the SSP
  • Catch duplication
  • Identify investments in this area
  • Adherence to best practices
  • Identify models used as well as upgrades needed (esp. important if a Enterprise level model such as OneSAF must be upgraded)
  • Identify adherence to approved standards (or to help identify places where new standards would be of use)
  • Assist with cross domain coordination
  • Allow for peer review/incorporation of lessons learned
  • Ensure adequate VV&A
  • Ensure effective use of Army SME (data/models)
  • Ensure S&T (and other efforts) have data/model generation as part of their output

SMART Conference
  • SMART Community:  Opportunity to Hear SMART Vision from New Leadership
    • LTG Riggs, LTG Caldwell, BG Schenk, GEN Kern, LSI etc.
    • LTG Caldwell fully embraced SMART as the “only way” the acquisition community will succeed in fielding FCS and the Objective Force in this decade.

SMART Conference Results
  • Senior Leaders Speak Out:


    • LTG Caldwell emphasized that SMART is the key to fielding the Objective Force by the end of this decade.  He will hold PMs accountable for SMART implementation.
    • LTG Riggs painted SMART as an enabler for Army Transformation and fielding of the Objective Force.
    • GEN Kern challenged the M&S community to implement SMART to achieve a successful MS B for FCS in 2003.
